Looking For Housing Advice For Sister

This is in Pennsylvania my sister just got ahold of me she lives in public housing with no renters insurance. Just got home from work and found the ceiling leaking of water from all over the place including light fixtures it seemed like it was coming from every room. I’m assuming a lot of her things are destroyed right now and she has maintenence coming to assess the situation. I don’t know what to really tell her besides document everything. I was just wondering what she can do and if she has any legal backing to have her belongings replaced by housing authority.
