Mentally Disabled Friend I Have Power Of Attorney Over Keeps Getting Thrown Into Jail Instead Of Mental Facility, Was Already Impregnated In Jail Before

(IDAHO) Not sure if I should talk to a local lawyer or if I have claims for federal court? My friend has Huntington's Disease and is in the rapidly declining stage. We sincerely did not think she inherited it, as her mother and brother showed rapid decline symptoms in their late 20's and she was still very much dating, working, and financially supporting her brother and father at that age. Well, at about age 34 everything started to unravel and she chose to move to Idaho, and quickly became homeless and very, very ill. She got pregnant while in an all women's jail, signifying something must have happened with a male guard, and gave birth almost a year ago. That baby was thankfully adopted right away by a family friend of ours who flew in.
The homeless shelter has been a godsend, constantly helping me track her down and saving her from so many scary situations she gets herself into, and finding programs for her, while I've been trying tirelessly to get her into a mental health facility. Finally, thanks to some new law, last time she got arrested and taken into the mental health facility, they couldn't discharge her like they usually do a couple days later, and actually found her a long-term skilled nursing care facility. We just got her into it a few weeks ago, we had delivered her decorations for her room, and figured out things with her insurance, and were so happy to find her forever home after a very exhausting two years of her being on the streets.
Whelp, she was unfortunately in a care facility of mostly geriatric patients, and with her being mid-30s and in a mentally ill hypersexual state, she has been begging to go back to the shelter, where the "cute guys" are. At our refusal, she decided to attack an elderly patient in a smoking area, which is very unlike her to be violent at all. She did this in an effort to be taken back to the shelter we are sure, but instead police came obviously and she was kicked out. However, instead of bringing her to a mental health facility, she is in jail. Again. Where she got pregnant before. She needs a special diet as she is unable to chew food, and she simply can not be in a jail environment, she can't change herself and is not of the mental fortitude to withstand trial. I am just so confused how they could remove her from a mental facility and not put her into a psychiatric hospital for holding. I would love to speak to an attorney about ADA Rights violations, civil rights violations, and police misconduct. However, there aren't many Idaho attorneys that come well recommended for these things. Can I go to federal court with these claims? Can I use a different kind of attorney for those? Any advice appreciated to help me navigate this.
