Michelle P Waiver Worker Being Told To Cloxk Out While Client Is In Doctor Appointments

I have a friend who works with someone that is on the Michelle P Waiver. It is a Medicaid program in Kentucky that helps people with developmental or intellectual disabilities live in their homes and communities. The MPW is an alternative to institutional care.

He says that his client has been advised by the mpw caseworker that all employees are to clock out while clients are in doctor appointments, even if part of his job is to assist the client while in the appointment.

Isn't this wage theft? How do I advise him?
