Mom Tried To End Her Life- Police Took Dog To Humane Society And Made Us Pay $300 To Get Him Back

Hey everyone. So I live in Vegas , mom in nh. My mom tried to end her life and the police and ambulance came and took her to the hospital. The police called me, and I told them to leave the dog In her home, it’s legally my dog on paper but registered to my mom in her city. She got intubated and couldn’t not make decisions. I am her only kin, I told them leave the dog there, her best friend is her neighbor and will come and feed him and take him out until I can get myself up to NH. They refused , said it had to be “family” we don’t have family. Animal control and the PD took my dog to the humane society and wouldn’t give him back unless the owner came back to get him. Obviously my mom was intubated and couldn’t get him. I found the document that states I BOUGHT him and they gave him to me, after paying $300 because all the fees and boarding added up. The issue is. My mom is on social security and could not afford this. I told them don’t take my dog to the humane society but they didn’t listen. Could I bring this to small claims court against the police department or did they do the right thing..? Please don’t be nasty, this has been the most stressful two weeks of my life and my mom already has a lot on her plate. Just trying to see what the legalities of this are. Thank you
