Mom Was Attacked By Neighbor And Has A Hearing For A Restrainer Order. [mn]

Since the election, my mother has been arguing with her neighbor. They put up flags, she put up flags. They put up signs, she put up signs. It's almost comical.
Just recently my mom was pulling out of the drive way, while the neighbor and family were walking past. My mom has a narrow escape from the garage because of my dads car, and she is one of the slowest drivers in the world.
The neighbor apparently felt endangered and threw my 70 year old mother out of her car and onto the ground while screaming at her.
My folks have a Ring camera that can see the bottom of the driveway. It is very clear that my mom's car stayed in the driveway the entire time, and was stopped. It was not at any kind of accelerated speed.
Neighbor called the cops stating that she is being harassed and filed for a restraining order. She states that my mom drove aggressively towards them and then got out, screamed at them and then flashed them.
The camera only reflects neighbors screaming, my mom cannot be heard and you only see her getting up from the ground then standing there while being yelled at.
My mom received notice of a hearing for the restraining order (for next week). We don't know what to do, what to expect, or how we should prepare.
My mother did file charges of assault with the police the day of the incident but was never given a copy of the report, so isn't sure how it's proceeding. She's requested a copy, but apparently that is a process.
She received a copy of the harassment claim that is filled with inconsistencies and lies. But everything is he said/she said. There is no direct proof of anything from either side. Except for the Ring footage of that one incident.
The hearing is with the city. Should we be getting an lawyer?
