My Crazy Neighbor, Is Acting More Unhinged, Feel He's Gonna Shoot Up Our Neighborhood, Merk Our Neighbor.

Have a weird situation, but i'm back visiting my dads home, and our next door neighbor's neighbor( the owners grandson( age 32) ) is back on the block.

Long story short, he had beef with the neighbor across the street, and the one above, and another neighbor( we live in a cul de sac). For years, they got a restraining order on him( he wasn't allowed there for like 9yrs), but has returned, due to the death of the grandma, and now he's gonna be the owner?( I think), but since being back less than 2 months, from what I hear, it's been hectic.

The kids can't play outside, as he used to clean his guns( rifle, hand gun, I think AK) when little 6-10yr olds were playing out front, and threaten them, he hates the parents of these kids. Also, he blames two of them for the restraining order. The police in the aera ' know of him' and seem to be in a game of ' cat and mouse'.

He is a burly, white guy, 32-34yrs old, unhinged, weirdo. He would walk up to people at local library spewing things, or talking of ' getting back, taking over', also he was into drugs. Issue is, now back? Welp, we had a public walk way, people could walk into our area from, now? Nope, he blocked it off with emergency cones and tape, and the other side has his shit car, parked sideways infront of it, over a neighbors yard and the path, so no one can walk down( done to get a confrontation, I believe) and has "taken over" the top of the cul de sac.

The woman's place he blocked, has 6 kids( little blonde nice kids, not harmful just kids play in our yards) he blocked their driveway( she's took her kids for safety to another place), he was seen this morning kicking the neighbor across the streets leaves, rocks, all over to get a rise. Then, we think we heard him, at 3-4am? Snooping into my dads trashcans, and others property.

Also, he has threatened to kill, maim, people in the neighborhood before, and it's getting worse.

A few days ago, at 5-6am? My sister walked outside to see 5-6 cops going ' Ghost re-con' to his house, as they told her to ' shush' as they investigated outside his property, guns out.( nothing came of it) but after that, I think he blamed the lady with the 6 kids, hence him moving his car to block her driveway, and the pathway.

Then my older sister, he saw her at the local library about 9 days ago, and he came to her, and showing her, he had the 'ownership and deed' to who owns my dads property( my dad) but he, ' gave it to her' ( for intimidation?) As he's planning something.

Point is, it's getting worse, I just flew in about 1 week ago, and i'm hit with all this insanity.

His grandpa is the only one left? But he's like 96 yrs old, and he allegedly 'takes care of him' but the way they got the first restraining order from him with the neighborhood, he beat him up bad, elder abuse... So, I don't know.

When I was a kid, he was one of those douchebag, racist, trench coat, type dudes, and accosted my friends and I( I was like 11, he was about 16) as he accused my asian friend of, " I know you fuckers and that Ch*nk touched my car? I KNOW IT, i'll fuck you guys up" ( my dad and mom spoke to his grandpa about it back then, it stopped, and he was pretty 'okay' towards my family since then, as we live two houses away), but he seems due to being homeless( his own doing, due to the restraining order) and always being a druggy, spoiled, idiot has taken it's tole.

My neighborhood right now is being ' held hostage' no one is going outside, I see neighbors peering out their window, a bit scared, and this morning ? Snooping angerily, pointing at peoples homes, and going back in, then last night, I swear I heard him( or someone) in our backyard, snooping around, as it wasn"t me, my sisters or brother or dad.

Christmas day? He's harrassing neighbors yards. What can we do?

I feel his whole ' taking over the walkway, blocking the ladys driveway with his car' is a clever way to get a confrontation, so he can claim, 'Fear for my life, and shoot or kill our neighbors, or whom confronts him', hence the emergency cones( not his property) and tape.

It's scary, honestly, cuz i'd beat the crap out of his fat, squat, incel weirdo ass. But, he would forsure I beieve comeback and shoot a person, in the back, or whatever.

I blame his grandpa, he was kicked out of high school, racist, loser, weirdo, now it's caught up to them, since grandma died, and now they can't control him, but grandma didn't want him in the streets, and here we are..One of our neighbors( across to the left) was so done, him and his wife, put their house up for sale a few days ago, and another neighbor has as well.

Question, is there anything we can do? Like can't we get like a 'mental diagnosis' then leverage that to get a ' force sale' of the property for the safety of the residents?

Because i'll be honest, it seems like the police, and neighbors are just waiting for him to ' snap' either shoot up our neighborhood, or a neighbors home, or kill someone before they act... It's wild, i'm trying to convince my dad to just 'sell the home'( we've been here 30+yrs) as when he does 'snap' the property value will go down, and our house is 2 homes away, so we'll prob be collatoral damage.

I don't know what to do, can we do anything?

( this is why parents, grandparents of white bad kids need to discipline, not blame everyone, and teach morals..his grandpa and grandma when he snapped, and tried to attack our neighbor and his wife 2yrs ago, due to them not ' getting him a job' his grandpa tried to put it on the ' neighbor' that, " Jimmy could've tried harder to get Cole that job" like Jimmy owed them? That's how we got this weirdo demon, with guns, literally terrorising our neighborhood on Christmas, like wtf?)

Please, help.
