My Employer Won’t Send My Last Paycheck

Im in VA. just quit my job last week because of extremely poor treatment from my management. It’s a daycare and my child also went there while I worked. They have this unofficial rule that they don’t give you your last paycheck until you pay off all of the tuition balance on your her account, which I did. I’ve seen them do it before so I planned ahead and made sure to pay it just incase. Well they didn’t send my paycheck anyway.

I’m wondering how to handle it? Do I report them? Or? It’s a religious organization and they’re exempt from a lot of stuff so idk if this is one of those things they can get away with. Is that even allowed? Idk I’m fuming though. I was depending on that check so badly this week and it’s gonna kill me to not have it.
