My Father Is Withholding My Legal Documents

So my deadbeat father who emotionally and mentally manipulated and abused my mother is withholding my documents… my mom always wanted me to have a relationship with my father and never wish me to go no contact But even after my mom left him he still continues to figure out how to taunt and manipulate her more, so I, a 20 year old male, decided it was time to cut him off I sent him a long text telling him that he hasn’t changed and needs to change And if he ever wants to see me again he needs to change. And I demanded my legal documents from him as I plan a vacation for myself, I needed my birth certificate and other legal documents to apply for a passport, then he was holding on to and would always say “I’ll have them when you need them” and would always jump through hoops to never let me get them, or would keep them after… So as I go no contact he is making it incredibly difficult to get them I’ve told him to give them to my sister Or to my brother Which he then apparently is insisting to give them to me directly. I was thinking to get the police involved… I live in BC Canada if that is of any importance
