My Fiancés Checked Items Were Stolen By A Hotel… How Should We Proceed?

My fiancé was in Philly last weekend for the Super Bowl. He stayed at hotel that didn’t have his room ready on time so he was forced to check his bag before going out to watch the game. When he got back late last night the backpack was gone along with about $3800 worth of items in the bag…. The manager spoke with him and said they would financially compensate the loss and would check through the security cameras. My fiancé got him to put this in writing through email…. It’s been a week now and his multiple emails have gone unanswered and we can’t get ahold of the guy. Calling goes to voicemail.
He tried filing a police report once he was back (the police were a bit busy the night this all happened), but the station told him that he’d have to be present in person to file a report for whatever reason and it would normally need to be the hotel to do this.
Whoever stole his bag didn’t realize we can track the AirPods. They were located at an apartment building in Philly. Personally I think this is good evidence given it might be an employees address (I figured this because why would a guest that night have a Philly address)
