My Friend Had An Appointment For An Abortion And Was Told To Come Back In 3 Weeks

I live in California and my friend found out she got pregnant early. She waited 2 weeks for an appointment (specifically for an abortion) and had an appointment at 6 weeks pregnant. The doctor told her to wait 3 more weeks and go back in to see if the pregnancy is viable (and to “hopefully make a better decision” doctor’s words verbatim). My friend asked if she could do it the same day as the appointment and the doctor told her to wait. Is this denying healthcare?

EDIT: she went to a private hospital (the only hospital in our county) and the closest planned parenthood is 3 hours away in a different state. We live in California but very remote and she saw the only doctor in the county who is willing to do abortions. Apologies for not including that info!
