My Immigrant Coworker Is Being Paid Less Than State Minimum Wage (texas), How Can I Help Her?

So my coworker, let's go with Amy, comes from an Asian country but has dual citizenship in the US. She is staying in the US with a very small perdiem, apartment and car paid for, but she is being paid a salary of only $1000 a month with no benefits. This is less than the minimum wage of the state we work in ($7.25/hr). I, an American-born worker, make over double that even though I am just an employee and she is a manager. They also do not pay her for overtime. For context, this is a highly technical job requiring bachelor degrees minimum.

They also regularly schedule her for unpaid meetings after business hours.

She has not been able to go back home for months because they won't pay for her flight back until someone from the home country comes to take her place.

She does not fight it because this is considered a decent wage in her home country (no, she did not get a bonus for coming to the US either), but if the company (based in her home country) is operating in the US, they need to follow US laws, right? I am appalled at the way she is treated.

Is there any way I can report this anonymously without my boss finding out it was me? I don't want to be retaliated against, or have the job's contract in the US revoked bc then I'll be out of a job. It's a very small company, less than 5 workers.
