My Neighbor Wants Me To Sign An Agreement To Allow A Company To Use Equipment To Dig And Repair A Sewer Line That Runs Through My Property. The Company States It Was Damaged By A Fallen Tree.

Background: Located in WV inside city limits. A tornado passed through last year and knocked down multiple trees. At the back of my property a very large and healthy tree fell with the vast majority of the trunk and limbs on the hillside of the property behind me. This happened approximately 2 months after my neighbor moved in.
The tree is in such a bad spot that any tree service would charge a massive amount of money to remove it. We were told to just let it rot by everyone we spoke to.
My neighbor states that they have been having sewer issues ever since that storm. I know that usually if a storm takes down a healthy tree the property owner will not be liable for any damage.
I know the property lines very well because I put in a fence a few years ago. It is basically just the stump that still lays on my property. There are other trees that fell on that hillside which are not on my property.
Questions:
Would signing something make it appear that I was admitting fault in some way?
Who should write up an agreement between all involved parties?
How do I know that the company is even correct about the tree being the cause of the problem?
What kind of risks am I taking by allowing the company to dig on my property? And how do I protect myself from being exposed to any risks?
Should I involve my insurance company?
