My Sister Is Getting A Divorce

My sister recently found out her husband was cheating on her after 19 years of marriage and 3 kids. He doesn’t want to be with her and is also continues to be an absent father. He has moved to Florida and my sister is staying in North Carolina until the house sells. She wants to file first in order to keep the case in North Carolina. Here is the problem.

North Carolina requires 1 year and a day before you can file for the divorce. If you are a Florida resident(living there after six months), he can file right away.

If my sister files her paperwork to court now, though not valid for a year, and he files his paperwork in 6 months, when it’s valid. Where will the divorce proceedings happen?
