My Sister's Record Is Combined With Mine - Utah

Hi I will be posting this on behalf of my mother who is seeking advice on what to do next. My mother (45yo) has a sister (41yo) who we will call Becky. Becky has a lengthy criminal history of gang charges in the early 2000s, multiple drugs possessioncharges, theft in 2008 which led to 2 years in prison, and in early 2024 got more theft charges and 6 months in jail. Becky has also use my mom's identity so much she has memorized her social and drivers license number and has been caught and charged 11 times for doing so. Here is where it gets complicated. My mom is 5'5 with blonde hair and weighs 250lbs where as Becky is 5'1 with long red curly hair and weighs about 120lbs. They look nothing alike. During Becky's last sentencing they put an aka on her record to warn officers that she may try to use my mom's identity but in the process they COMBINED both of their records. This mean when my mom's id is ran they see all of Becky's record as if it's her own and vice versa. My mom has no criminal history.

Last year when Becky was in jail another county put out a warrant for another theft for Becky/my mom as their records are together. My mom went to the court before a judge and they were surprised she even showed up as their end showed she was still in jail. This led to the prosecutor demanding she be detained with no bail for the theft due to her supposed lengthy criminal record but the judge gave her a public defender and 10 minutes later the judge put a pause on everything after confirming Becky was in custody. The judge ordered my mom to get fingerprinted so the court could go charge by charge to separate everything out as they have Becky's fingerprints and booking photos on all past charges. She was told by her public defender discovery was completed and she was good to go a few months later and given court records to prove this. Last month my mother got detained by the police for an active warrant in Becky's name or as they see it, aka my mom. They almost didn't believe her but once I confirmed the story with copies of paperwork they let her go with a court date next month. We have tried everything to get in contact with the same public defender and the district court about this matter with no luck. We were told everything was fixed and separated after fingerprints and discovery; only to find out they didn't do discovery even though the provided paperwork showed otherwise. My mom is disabled and can't work along with having two full care disabled children at home. She can't afford her own lawyer and can not get a new public defender until the next court date. She has been told by the prosecutor they will take her into custody on that date as they know she is lying about her sister using her identity 11 times and is just a druggy.

My mom is seeking advice on what to do before court next month. Is there any department or person she can call? Should she try to speak with someone in a higher level court? Why was she told over the phone and given court documents by the judge that shows discovery was completed and they are two separate people again only to now find out that is false? How can we prevent her sister from using her name and info in the future?

She understands most things will have to wait until court but she can't risk getting pulled over and going to jail with two full care disabled children in the meantime.

Ps I know this is insane so before anyone says it, I know my mom is not lying. I was there throughout the whole process from being there when she was detained and going before a judge. I drove her to get fingerprinted.
