Neighbor Blocking Driveway

I live in a downtown area in Michigan, where most residents do not have driveways and it is street parking which even during the day can be hard to find spots since it is near a college and businesses. But I do have a driveway. The neighbor has someone who comes over multiple times a day and parks directly in front of my driveway for 15-30 minutes preventing me from entering or exiting my driveway. Where they are parking is technically public property since it is on the street but fully blocks my driveway. I have politely asked them not to park there and the person who is doing this has ignored that request and now they don't even answer the door when I knock to ask them to move the vehicle. I haven't called the police because I don't believe they could be here in the 15-30 minutes for a non-emergency, our parking enforcement also does not respond rapidly, and lastly I don't think I could have it towed since it is on public property (even if I could they would most certainly move it before it got towed). It has caused me to be late for work, and appointments, and inconvenienced my guests, I don't even want to think about if I ever had an emergency what I would do. Is there anything I can do or am I just stuck with waiting for them to move their car every time?
