Neighbor Hit My Car With A U Haul And I Think They Are Trying To Get Away With It

So my neighbor hit my car with a U haul and never told me about it. The only reason I even found out who hit my car is because my other neighbor went through 2 days worth of his security camera footage.

The footage shows my neighbors friend back up into my car that was parked on the street.

I confronted them with the video and of course they were full of a million excuses. We asked for their information so we could file a claim with u haul and she said she would rather just pay cash and asked us to get a quote. Well we did. It was for $3,700. Now she is saying she wants to find another place that is cheaper but still hasn't done it.

Im worried that she is purposely dragging her feet to get the other quote because there might be some timeframe I have to report the incident by. This happened on the 10th of this month.

I told her that she needs to either pay the quote that my mechanic gave her or I would be filing the police report and getting the money from u haul. She responded by saying she doesn't answer to threats and that we can take it to court then. Which baffles me because she knows I have the video of her doing the hit and run.

Is there some sort of timeframe that I need to file the police report and contact u haul by?
