Neighbor Parking His Trailer In Front Of Our Driveway Within Boundary Of Deeded Right Of Way

Without going into too much detail, our neighbor has been increasingly hostile over the past year and a half. Despite efforts to appease, or remedy issues (i.e. family members mistakenly parking in right of way when coming to visit my grandmother I moved in to our house to care for) his behavior has continued, with him verbally accosting myself and my spouse on different occasion, or calling my father’s boss at work accusing him stealing property and parking it on my neighbors land (never happened).

He now has parked his 20’ live stock trailer within the deeded right of way (we have a 50’ wide by 350’ long easement over his property to access our property) directly in front of our driveway.

I have asked him politely to move it and he has refused. I’m mostly worried about snow removal because there is only enough space to get past it for a regular vehicle, or someone not seeing the trailer arm sticking out into the drivable area of the right of way and damaging their vehicle.

My question is if this ends up preventing snow removal due to our plow guy not being able to clear the snow enough (needed because I have my 97 year old grandmother living with us who has health problems) what would my options be if he continues to refuse to move it?

Secondly, who would be liable for any vehicle damage if someone were to accidentally hit it?

I know some of this probably “depends” but thanks for any insight.
