Neighbor(s) Smoking Inside Their Apartment

I live in Pennsylvania and was wondering if it’s legal for my neighbors to be smoking inside their apartment? I’ve been dealing with cigarette and pot smoke flooding my apartment from at least one of my neighbors for over two years now. I know for a fact that the pot is from my downstairs neighbor due to another neighbor that lived there for 5 years telling me that they get their weed from him and that he gets high and blares his music. He thankfully hasn’t blared his music too often since talking to him about that, but he’s still smoking inside. I called my leasing office around two years ago about it, and they told me the building isn’t technically a non-smoking building, even though I was told otherwise during the tour. Otherwise I would have tried finding somewhere else to live. Seeing as I have asthma, migraines, and several other health issues that have been made much worse due to constantly breathing in the secondhand smoke. They told me if it was an illegal substance, that I could call the police. So I did. But they can’t do anything other than document the smell of pot due to it being legal for medical use, and they can’t legally ask them for their medical card without violating HIPAA.. So I’m stuck.. I could legally break my lease due to the health issues it’s causing me, but I can’t afford to move. I already have two large air purifiers constantly running inside my 750 sqft apartment, and it isn’t enough.. I’ve recently started waking up with coughing fits due to how irritated my throat and lungs are. I’ve also been having heart palpitations for about a year and a half now, and my blood pressure has also gotten really high for me. It used to be so low that nurses would struggle to find it manually and would have to switch to the machine. I’m just not sure what else to do since talking to them didn’t work, and the leasing office refuses to do anything.. Even though in the lease, it says this: “13) PROHIBITED CONDUCT. You will not engage in any activity that disturbs, threatens, or interferes with the rights, comfort, health, safety, or convenience of others (including other residents and our agents, employees, vendors and contractors).”
