Neighbors Dogs Running Lose

I live within city limits (MI) and raise chickens. I have a neighbor with three dogs and occasionally more when he let's friends live with him on and off. Since March when he moved in the dogs have been a constant problem. Given that I knew his father I tried to stay on good terms and would often walk the dogs home when found. In the fall things changed. One of his regular friends with a pit bull mix began to stay full time. Now when they get out there is ofter property damage. I stopped walking the dogs back and began reporting the incidents to my local animal control. Each time animal control returned the dogs to the owners. I have 13 calls on record, 4 in person visits, and 11 emails sharing security camera evidence of their destruction. These dogs in the last two months have killed several chickens and my cat, and several wild animals. Destroyed my coop, run, fence and my child's play equipment. As of a week ago I've now been bit. The dog that bit me is in quarantine but I've been informed it will be returned again to the owners after the ten day period.

I am at a lose. These dogs are a danger to my family, my livestock, neighbors, and even to themselves. I've submitted countless videos of them killing my animals. Aggressively running at my five year old. Attacking my dog. Biting at the tires of moving cars. And nothing seems to be done. Do I have to be bit again? Are they waiting for my child to be attacked? What can I do? I really don't want to kill a dog and the original dogs, while frustrating just need new homes because they're very friendly, just never trained or contained.

On mobile, sorry for format. Tldr: Animal control is not doing anything after numerous calls of dogs at large and video and photo evidence submitted. Dogs are causing property damage, animal death, and bit me.
