Obnoxious Neighbors

5 of the houses across the street from me are owned by an old man who has been moved to an assisted living facility. They are all next to each other and behind them is a heavily overgrown wooded area. The houses are all unoccupied and are in varying degrees of disrepair, the worst of which is boarded up and partially burned down. There is a derelict camper parked in one driveway with a couple living in it. This group of folks, made up of the owners grandson, his girlfriend, and the couple living in the busted camper, are working all hours of the night with machinery and bright spot lights. They are running chain saws and skid steers in a residential neighborhood at 2:30 in the morning. They scream and fight with each other, sometimes violently, and are very obviously on drugs (pretty sure it’s meth). Pretty sure the woman is a prostitute as well, won’t go into details but I’ve seen plenty of evidence. Police have stopped by multiple times but nothing has been done, although I haven’t contacted them myself. I’ve had enough. I’ve talked to them about the spot lights which point directly into my windows, and asked them to stop the machinery after 10 pm, and nothing has changed. In fact it seems to be getting worse. Their behavior is deranged and my neighborhood looks terrible. I don’t know what their goal is but I am not sure I want to wait for them to finish their “work”. It’s been going on for about 3 months. I don’t think any of them technically own any of the property, I’d assume they’ve been “hired” by the owner or his daughter who lives somewhere else and we see infrequently. I’d feel much safer if the camper were gone at least; I don’t like Johns and drug dealers parked in front of my house all night. I’m not a nosy person and I’ve tried to mind my business but this has gotten out of hand. Who should I contact as the police haven’t even been able to get the chainsaws at midnight to stop? Any advice is appreciated. We are in Southeast Virginia.
