Overtime Pay With Year End Splitting A Pay Period

I work for a government entity in the state of Kansas. Today I was informed of refusal to pay my overtime that I accrued during the week of 12/29 to 1/04 due to the year end taking place on 12/31. Pay was estimated for the end of the year and issued up through 12/31 with the pay for the end of the week (1/01-1/04) being paid out with the check ending 1/11.

I have yet to receive that paystub, but from what I have been informed it is a hard refusal because "it was end of year. This is a separate pay period." I am going to wait to see the paystub to be certain I was not paid prior to taking any actions, but am I entitled to that overtime pay or does it act as a separate pay period and I'm just out the overtime I put in?

Edit: for additional information pay periods normally ran 12/08-12/21, 12/22-1-04, 1-05 to 1-18 so this end of year also offset the pay schedule
