Paramedics Wouldn't Bring Mother In Law Down The Stairs.

So my MIL (56) has alot of health issues going on. Somewhat healthy until 2 hernia and galbladder removal. Since then her health has decline alot. She now needs a walker and has trouble getting up.

She called 911 last night because of severe leg pain and wanted to go to the hospital. She lives on the 4th floor of a low income housing unit. The elevator is out of service which happens often but she never had an issue with stairs until recently. Were in California

The paramedic said they didn't have a way to get her down and couldn't help her. This seemed really odd and we're kind of doubting the story until we spoke with the apartment manager today and she confirmed it has happened in the past with other tenants.

Is this legal? I have friends who live in 3 or 4 story walk ups and can't imagine if someone is having an emergency they just say they can't get them down. Is there a report or something that can be made or something else to go be done.
