Please Help With Filing Restraining Order.

My sister is being harassed by a man that has threatened her with violence, harassed her at work, harassed her at her apartment, and now has harassed her just walking down the street.

We are in Milwaukee Wisconsin. The police have been called twice, HR where they both work has been notified twice, we have screenshots of really awful texts, and screenshots of him harassing her through Epic (the messaging system in the healthcare software).

Nothing has happened. Police have been to his house twice, HR did nothing, and he will not stop calling and showing up at her apartment. This has been going on for more than two months. She’s now even scared to leave her own apartment. I have absolutely no idea where to begin. I think I have the right form but I don’t know if I can file it for my sister or if she can submit it online or if she has to physically bring it somewhere. I don’t know if she needs a lawyer, I don’t know if she can have one appointed to her, and I don’t know if it’s possible to have this done over zoom or something so she doesn’t have to be in the same room with the guy. I don’t even know what something like this will cost her.

I’m hoping to get answers to some of these questions and possibly recommendations for organizations. Any help would be very appreciated. Thank you in advance.
