Potential Landlord Harassment

Good grief! I haven't even moved in and there are issues!! Without writing a novel it boils down to a couple questions:

1) if we signed the lease but he did not, is it a binding agreement? By his own written admission, he did not agree to the terms of the lease me and my husband signed.

2) Am I correct in the thought that the money we paid (deposit, first months rent, a questionable $200 that i will address next) is contingent upon a signed lease? I suppose in other words, it was sent in good faith.

3) a pet deposit was asked for a service animal. I agreed to give the $200 for him to put toward future electric payments. If i don't move in, should I be able to reclaim this money?
