Previous Vehicle Owner Messed Up On Sighing The Title.

So I bought a motorcycle from Facebook marketplace. And so yesterday when I went to go get a new title and plates for it they said I couldn’t because the owner signed the title incorrectly. They gave me a piece of paper to give to him so he could write a statement saying why he Did the mistake. The problem is when I tried to contact him. He said “I am positive. I signed the title correctly. “when I showed him pictures of the title and the piece of paper that he had to put a statement on he ended up blocking me and I can’t get new plates on it unless I have a signature and a statement. What can I do? I bought insurance for the vehicle already but can’t even get plates. All I need is a statement!
