Punished For Missing Work Due To Unsafe Driving Conditions During A State Emergency

All of my scheduled raises are being withheld and I was placed on my final because I called off of work during a state emergency (snow).
I am in the US.
Two of my coworkers were killed in accidents coming to work last year and another died in unsafe weather coming to work a while back, yet they do not provide a way off of work in bad weather unless the road to the plant has been closed off.
I will be on my final for the remainder of the year (it's only February), I will lose my job should I miss one more day, which is extremely likely for weather or medical reasons.
I will also be withheld a few thousand dollars worth of raises that I was scheduled to receive.
Is this legal?
