Quash Warrant While Incarcerated

I am asking on behalf of an incarcerated individual. They did time in Washington back in 2017 and didn’t show up to court to pay fines and had moved to a different state (Idaho). They are now incarcerated in Idaho but have a bench warrant in Washington bc they didn’t show up to court to pay fines. They are now being penalized for that warrant in their current facility not allowing him to be a minimum security inmate due to this warrant. How can they quash a warrant while they are currently incarcerated? What options do they have? The case manager is being less than helpful so I was trying to see what I could find out for them. I also know that it would be helpful for them to have an Attorney, but how do they go about getting an attorney in there? They can’t really contact the outside like that. Would their case manager be obligated to do that for them? Could I contact a public defender and have them reach out to him? Also, would they need an attny for Washington or Idaho? Any and all guidance is welcome! Thank you in advance!
