Rav 4 Lemon!?

The beginning of December my daughter bought a brand new RAV 4 Hybrid. Starting on December 22nd things starting going hey wire:

12/22: while shopping she returned to the car and all the service lights lit up especially for braking. When she tried to drive it the brakes locked up. She had it towed to the dealership.

12/26: They returned the car to her and said it was a glitch.

1/10: My daughter was leaving for work, all the service lights lit up. She was able to drive it so she took it back to the service department. The SD made no attempt to contact except to say it needed a new master cylinder. All other attempts by my daughter to contact them went to voicemail. She called Toyota Corporate and they looked into it and said the service department had a lot of mechanics out sick. Meanwhile, on the app she saw they had put over 400 miles on the car! Toyota supposedly sent a specialist to look at the car.

1/31: The car was returned to her and they said they fixed the problem.

2/8: My daughter was on the highway when the E brake clicked on and all the same service lights lit up. She managed to pull over and then limp to an exit. She managed to get the car home all while the car made a horrible screeching noise. (She was able to turn off the ebrake.)

She has already made 2 payments and the dealership has driven it more than she has!

Does this vehicle fall under the lemon law? FYi, we live in PA.
