Received A "goodwill Gesture" From A Vaccine Manufacturer For An Unfortunate Situation That Led To My Dog Passing Away.

Unfortunately, my sweet, sweet boy passed away in early December after having a severe allergic reaction to a routine booster vaccine at the vet. He spent 3 days in the ICU but never recovered. As this was a significant medical expense, they are offering a "goodwill" gesture of about 25% of the costs incurred after putting in a claim with the manufacturer. I maxed out the pet insurance, receiving a maximum payout that covered another 40% of the incurred costs.
The manufacturer claims this is not an admission of any liability, and is a one-time payout for this case. Is this a negotiable conversation or will they most likely rescind their offer if I push to get close to a 40% payout as I am also never allowed to talk about the matter again after accepting the payment?
