Reporting A Family Member To Animal Control

(Ohio) My 17 year old sister has a history of animal abuse, I'm not sure if this is the right subreddit but I figured I might as well try to get some advice on it. I have a video from last June when she beat up the family dog and gave her a limp and she recently beat her again and I got more videos of it. I've also heard her beat her a couple times (I'm scared to confront her about it, as she's been physically violent towards me even as a child.) Is there a way to report her to animal control without them visiting my house first? And can I show them the videos without them coming here first? I'm not sure if I feel safe doing so from here but if I have to I will. We have a bunch of cats and 3 dogs but she can't access two cats and one dog as they stay in my dad's room and he's home all the time. I want animal control to take them, I love them a lot but I can't stand seeing them get hurt continuously and it just seems like it's getting worse. What exactly is the process for something like this? I've never done anything like it and I'm really scared to do it.
