Rolled Too Closely To A Car In Front Of Me At A Stop Light And My Bumper Ended Up Coming In Contact With The Car

I (20F) take full responsibility. Not asking for sympathy, just advice. I realized I messed up. I was at a stoplight, got distracted, and realized I had lifted my foot off the break. I accidentally slowly rolled into the car in front of me. My bumper came in contact with the car. It was a light tap. It’s not about typical crash but in my state, you’re still supposed to report it.

The problem is I was at fault and I thought the car was leaving the scene because we both drove for a little bit afterwards so I kept driving until I noticed that they pulled over with their hazards on. I was looking for a way to turn around but I couldn’t because it was a one way. I panicked because I didn’t take any pictures or anything. We didn’t exchange information. I had no idea if they got my license plate.

How should I go about reporting this? I feel so bad. I misinterpreted the situation. I take full responsibility and should’ve just pulled over. I wish I could find the person and give them my insurance. I do not want to get charged with a hit or run because I wasn’t trying to flee the scene but I have no proof.

Do I file a police report ? I saw no damage on his car but there could’ve been. You never know. I am ready to own up to it though.
