Roofie Victim Doesn't Want To "make It Into A Thing". Is There Anything I Can Do To Prevent The Perpetrator From Doing It Again

Someone I know was roofied and SA'd recently by hostel staff. They however do NOT want to press charges or even notify the establishment as they don't want to deal with the whole situation.
Is there something I can do to prevent incidents like this from happening again? The perpetrator is likely to be a repeat offender, as their job is heavily linked to serving drinks.
Since it is a hostel environment, the staff and guests have a very friendly casual relationship, so a staff member sleeping with a guest would not be a major red flag. This is also in a predominantly touristy city, with lots of solo female travelers.
The victim doesn't want anyone to raise any issues regarding this. But I cannot sleep at night knowing I did nothing to prevent this.
Is there anything I can do? Can I notify the hostel management without mentioning the victims identity? I don't see any legal options, considering the victim themselves doesn't want to come forward.
