Shady Mother Trying To Set Me Up For Financial Ruin? Please Help!

I will be very brief, there are sevral reasons for me heavily distrusing my mother, theft, emotional abuse and mental anguish being only a few. My brother just graduated highschool and now she is trying to sign him up for a scholarship so he can "be a man one day, and provide for a family. i.e (her, my mother).

The issue is that she is asking ME (his elder sister) for my personal information to put through his scholarship application as his "Next of kin" , and not her own. (which I find very suspicious)

Is there any legal implications i should know about?
