Student Loan Taken Out In My Spouse‘s Name, Even Though Our Credit Was Frozen And Now We Need A “court Ruling”

Last fall my spouse discovered that someone used their name and social security number to get a Pell grant to go to some community college and then skipped out on class and took the money. We have to prove to the federal student aid department of education that it was not him. We gave them all the information they asked for, and they are now asking us to get a court ruling proving that he was the victim of the crime of identity theft or forgery.
“Court ruling - a court verdict or judgment that conclusively determined that you were the victim of the crime of identity, theft, or forgery, a copy of the information or indictment upon which the verdict or judgment was based, and a copy of the complaint that set for the facts of the case.”
How do we get this judgment or verdict? I don’t even know how to start off doing this. Do we have to get a lawyer?
