This Woman Has No Idea What She Is Talking About Right?

My FIL made a friend at the leasing office of his apartment complex, when he was living independently. This was several years ago. He was not able to venture out much. Eventually this woman got a new job at a retirement community, in sales. They kept in touch. My FIL really has no money but liked to play up the facade that he did so he would pay for dinners or give her stuff.

Well fast forward to the present. He is now in a nursing home due to multiple falls and complications from a disease. He has been evaluated numerous times and has been deemed not competent to live alone. One reason being is he suffers from delusions and hallucinations. We have discussed the nature of his reality many times but he does not have the memory to retain the conversations. So he ends up telling his friend that he wants to live independently. She does not mention a word of this to my husband who is the POA. She just sets up an appointment for someone to come evaluate my FIL for this new housing.

The admin. at the nursing home gets wind of this and calls my husband to see what was going on. My husband said he had no idea about any of this. He reached out to the friend to ask if it was her who tried to set this up, and it was. He told her that she over stepped and she got upset. My husband said that his dad is not able to live independently, and if he wants to switch nursing homes that is for a discussion between family. She said she is a mandated reporter, and that my husband left his dad there to rot. That is just not true. They talk on the phone, we visit, he gets multiple care packages, and food delivered. The staff has a positive relationship with him, and there is a doctor who is there full time. He is treated good there, he is just not happy because he thinks that he can live alone.

My husband told her that this is really none of her business. She said that his POA is the not the end all to be all and that she will see him in court! Then she hung up. What do you make of this? It is just very strange.
