Unpaid Leave Until Window Tint Removal

I work for the local government and have made an enemy on city council. He had a complaint against me that after being looked into, he was told there was nothing they could do because no Policy was broken.
He has now complained about my window tint being to dark. He has been told before that I have a medical exemption for Migraines (Military injury).
I was just told that I am not allowed to return to work until I give them a copy of my medical exemption.
I don't want to do that because I know they are going to show that individual my medical information to appease him even though they said they want a copy for their records "In case any other complaints arise". After that, he will just find something else to complain about.
I am now losing money because of this because I'm refusing to do what they want. Is this a legal issue? I plan on contacting a lawyer to see but 1: It's the weekend 2: I don't know if I would need an employment lawyer of ADA lawyer.
