Us-pa I Quit My Part Time Job To Start A Full Time Position. My Hours Were Cut To 8 Hours A Week On The First Day. Is This Promissory Estoppel?

I had a job working part time and it was not enough money to pay my bills. The job was only 24 hours a week. I searched and found a full time position online. I applied and was contacted for an interview for full time M-F 40 hours a week.
During the interview, I signed documents on paper accepting the full time job. HR has these papers. I went for a hair follicle test, completed a background check and went through site orientation all at the company's expense. I was given over 1k in uniforms and equipment to work in a power plant in security.
My first day in the plant (Monday) my boss approached me on the job and informed me I will now be working one day a week. He told me I must have my phone on all other days of the week 24/7 and be on call for all call offs. He said I must "prove myself" if I want to be full time and fill all call off shifts for security guards and be ready at all times.
I am sitting next to my phone. I can not leave home and am not being paid to do this. I need a lawyer or advice please. I quit my other job and can not go back.
I have proof of an offer for full time employment from the recruiter.
