Utilities Disabled But Landlord's Brother Still Demands Full Rent

Around late November, my landlord seemingly disappeared and I had no means of contacting him. I paid him rent for December, but around December 12th the power to my room shut off. As a result, I lost many of my groceries. Then on December 13th, the house lost hot water and heat, two of the amenities included in my rent payment. I tried contacting him via text and phone call, but no answer. That day, my roommate somehow got the power in my room to work again—but still no hot water.

On Dec 15th, I was forced to leave the house early because of the lack of heat and hot water. I did not pay him for January's rent, as he hadn't contacted me. On Jan 13th, my landlord's brother informs me via email that my landlord had surgery. The brother requested the full rent payment for January, even though the hot water and heat just got restored on the 15th.

Do I have any leverage in only paying half of the rent for January, considering I lost groceries and agreed upon utilities?
