Water Pressure Laws On Private Wells In Idaho

Hello, I'm looking for a solution to slimy trailer park owners and providing more than 2PSI water pressure to the park. unfortunately it's the only private well in our city, and I can't seem to find more on legal requirements other than "must provide running water". The water literally just dribbles off of the bottom of the showerhead. This summer the city put in water and sewer lines on the road right next to the park, but if we wish to use it, we have to pay for everything ourselves (digging trenches, labor, water meter installment, ect..) which is fair. However, the water pressure was just fine until after the city put the pipes in. This seems to me like a blatant attempt by the company that owns the park to force us to pay for it ourselves before their 50+ year old system fails and they have to fork out the money to either repair it, or make the move to city water and sewer. TIA for any advice. I just want to shower normally again. My brother works for the water department in the next town over, but told me that it being a private well essentially means we're SOL
