Wedding Videographer Hasn't Delivered Video In 6 Months

I hired a local videographer to record my wedding this summer. His work looked great, his portfolio was awesome, and it was pleasant to work with him on the day of the wedding. At the end of the wedding, he told us to expect the final edited video and all the raw recordings in 8-12 weeks.

I've texted him frequently since that deadline, and he's consistently over-promised, and I'm pretty sure he's been lying about how much work he has done. Finally, I gave him a strict deadline, 6 months (12/22/24), or I'd escalate. After that, within one day, he sent me a flash drive with all the raw videos on it, but no edited video.

I'm done trying to work with him, and I'm looking for options to recover half of what I paid him (total $1200). His contract doesn't have a deadline in it, just a statement that he will do the work, but his texts have plenty of promises for deadlines, all of which have been broken. He's also been very difficult to get ahold of, and often won't respond to my questions unless I have some sort of threat.

Is this a small claims court issue? Is this something I should bring to a lawyer? Am I just screwed by this guy?
