What Can I Do About An Online Stalker?

I have a stalker who will not stop messaging me and my family and friends on facebook messanger for the past 2 years. Me and this person crossed paths (to my knowledge) 3 years ago, but his messages seems to indicate he's been following me for about 4-5 years.

I went to school in Milwaukee which is where I met him. He is a 40+ year old, black man. I am a 24 year old, and white. I promise this is not a race issue. He was outside my last apartment building I was living in and I had a small chat with him the 2nd week I lived there, and went on with my life. He would continue to hang around outside my apartment watching me through my windows and waited for me to get home. From the short conversation I had with him when I first moved in he said he was the nephew of the shop owner next door. So one day I went and asked her if she could tell him to leave me alone, and stop hanging out around my apt. Well turns out hes not related to her at all and she was scared of him too. Over the year I lived there, I had to call the cops multiple times because he was loitering outside on the steps, which is the only entrance to my apt. He threated to kill me, and them attempted to break down my door. I got security cameras, and installed them all around the outside of the building, which he hated and made him escalate more. The police were never able to do anything about him cause he would always leave before the police showed up. I did eventaully get a restraining order against him in Milwuakee, which took forever, but it only was for 6 months, which ended January 2024.

Now I have moved to Minneapolis and for the past almost 2 years he has constantly been messaging me, my boyfriend, ex-boyfriend, mother, father, friends and anyone else I have on my FB account. Everything is private and set to friends only. He somehow managed to get my mothers cell phone number as well and has texted and called her. He has made about 15+ differnet facebook accounts using my last name to trick me onto thinking he's a family member.

Long story short his messages are getting more agressive and creepy, ie, "i want to take your rights away", "im never going to stop looking for you", "I am practicing what I am going to do to you on other women", and explicit photos. Is there anything I can do legally about this? Can I get him charged with online stalking, regular stalking? What is the statute of limitations when he is in a different state than I am? Any advice is appreciated.
