Would I Have To Legally Come Back Home If I Do Out Of State College At 17

So I 17 female live with my mom (40 female) in North Carolina. She has had 4 kids since being here and a 5th On the way with her husband (30 male) who is a very bad person. For example, he has many assault charges and kick us out the house and has held his kids hostage in the house because he was mad at my Nana(74 female and my Moms Mom) and theirs so much more including restraining order that both him and my mom break and CPS involvement but in the end my mom chooses to stay with him and keeps having more kids with him. So let get to the point of my question.

So I graduate in May 2025 and I want todo out of state college. The mental toll I have staying with my mom any longer is driving me insane and I just can’t stay here. I’ve pretty much raised their kids since they were born because my mom was to busy trying to keep her husband happy while he makes everyone suffer and miserable.

When I brought up how I’m gonna do out of state college my mom instantly said if i do out of state college she’s not gonna let me leave till i’m 18. The problem is that since I start college in the Fall 2025 that’s 2 months before my birthday so I would actually be missing a semester in college is she keeps me here til i’m 18.

My Bio Dad has approved of me doing out of state college as long as i keep focus on my school and finding a job to help keep my financially stable (yes he’s going to help find me one) but my mom is trying to not let me leave.

I’ve been told that if i leave for college out of state at 17 than either way if my mom tries to make a report on me or tries to get someone to send me back to her it’s won’t happen because i’m in college. I would be doing out of state In Florida. I do not know if that’s true it’s just what i’m told. Also if one parent approves out of state then do i still need the other parents approval.

Also, no my mom and dad do not have any custody battle over me so their like not court approval if i go or who ever has more of a say in what I can do. So please let me know If i go out of state college in Florida can my mom legally bring me back home. And ask me any questions to help give me advise or answers to my question.
