Wrongful Termination Of Tenancy

Hey, I had posted on this a few months back about a Notice to Vacate the day after we complained about a maintenance issue. I'm unfortunately back to see what kind of recourse we have in this new situation that we've found ourselves in with our landlords.

Long story short, the maintenance department and property management have a long track record for refusing to fix or replace major appliances in our unit (we have documentation of this as well).

This time we had a major electrical outage which we reported as soon as possible after calling the electric company of course. The maintenance supervisor and property manager ignored our service requests for two and a half days and refused to call us back with any updates as to when an electrician would be coming by to restore the power.

I would think this would qualify as a breach of contract, am I correct?
